The Ghana Revenue Authority (GRA) has clarified that travellers who arrive in Ghana with more than two mobile phones will not automatically be charged Customs duty.
The clarification comes after recent comments from Customs officials sparked discussions among travellers, particularly Ghanaians returning home with phones for relatives and friends.
According to the GRA, Customs officers will look at the circumstances surrounding the devices before deciding whether they should be treated as personal belongings or commercial imports. Factors such as whether the phones are already in use, their quantity, packaging and whether they appear intended for sale or distribution may be considered.
This means having three or more phones in your luggage does not, by itself, mean you will have to pay duty. However, passengers carrying several brand-new, similarly packaged phones, especially on behalf of other people, could face further checks.
The GRA has advised travellers who are unsure about their items to declare them and seek guidance from Customs officers at the point of entry. Goods considered beyond normal personal effects should be declared through the appropriate channel and any applicable duties paid.
