CUTS International Ghana has questioned the decision by cement manufacturers to apply a uniform GH¢12-per-bag surcharge, warning that the arrangement could raise competition concerns. The manufacturers say the charge is necessary because severe congestion at Tema Port has pushed up clinker vessel waiting times and demurrage costs.
